In the 31 March Local Government General Elections, Zonguldak Municipality passed from AK Party to CHP. Current Mayor Ömer Selim Alan lost to CHP candidate Tahsin Erdem by approximately 10 thousand votes. Tahsin Erdem, who became the Mayor of Zonguldak, exposed the banner containing the municipality’s debt list by hanging it on the municipality building. It was understood that 476.391.649.40 TL of the debt of 1.153.308.077.91 TL was the waste water treatment plant debt.

AK Party member Murat Uzun, who was elected to the Municipal Council on the list of Zonguldak Mayor Ömer Selim Alan in the 2019 local elections and resigned after a while, made a statement about the wastewater treatment plant debt on his social media account. Secaattin Gonca, who was the Mayor of Zonguldak from the AK Party between 2004 and 2009, responded to Murat Uzun’s criticism with his documents on his social media account.

The debt list of Zonguldak Municipality has been published. Regardless of which party, the vast majority of municipalities are in swamp, we know.

I want to draw your attention to another place.

The sad project that ruined Zonguldak and burned Zonguldak!

With great pride, we were debiting the Municipality, which had a budget of TL years ago, in Euros!

With this so-called project, domestic waste flowing into the sea from the Üzülmez Stream and karst cavities in the city center would be transferred to treatment facilities with the implementation of the sewage project.

Streams, seas, caves, karst cavities would be saved! It would be discharged 500 meters into the sea to a depth of 50 meters.

The price is 22 Million Euros! Exchange rate is 1.85 TL. That is, approximately 40 Million at that time.

The debt of 22 Million Euros has decreased to 13.5 Million today. However, as the exchange rate increased, the debt multiplied. As we paid, our debt increased, and as it increased, our Municipality went bankrupt!

Today the debt is approximately 500 Million!

It’s very painful.

The President came to Zonguldak many times. It was necessary to do something with Filyosun gas to save this Municipality from this debt. As a city, we could not make the necessary effort. We failed!

At least, are our seas, streams, caves and underground spaces saved?

Unfortunately!

Just pass Kozlu and Kilimli.

If you knew at what capacity the water treatment works in Zonguldak today, you would sit down and cry!

So all this money paid and to be paid is wasted!

At least from now on, instead of political conflicts and partisan approaches, let Zonguldak’s interest be our common denominator.

Let us stand firm for every good project for Zonguldak, regardless of party or person!

Let there be common sense!

Former Mayor of Zonguldak Municipality, Secaattin Gonca, gave the following answer to Murat Uzun on his social media account:

ZONGULDAK SEWERAGE NETWORK AND BIOLOGICAL TREATMENT PLANT PROJECT IS A CHANCE FOR OUR CITY.

My dear brother MURAT UZUN;

You shared a post with the title “SHAME ON US ALL” regarding the “Zonguldak Sewage System and Biological Treatment Facility”, which is on the debt list of Zonguldak Municipality with 476,391,649.40 TL.

In summary;

For a facility built years ago and currently in operation;

The sad project that ruined Zonguldak and burned Zonguldak!

Years ago, we were crediting the Municipality, whose budget was in TL, with Euros, with great pride!

Supposedly, with this project, streams, seas, caves and karst cavities would be saved! I would like to state that I find sentences such as those that render worthless the largest infrastructure facility of Zonguldak Municipality, whose current investment value is approximately 800 Million TL, meaningless.

My intention is not to argue with you. I am a friend of yours who appreciates your work that adds value to our country and creates employment.

I wish you had made these statements when you were a member of the municipal council.

Then my answer to you would be to look at the files in the municipal archives. And I believe there would be no need for this post.

“ZONGULDAK SEWERAGE SYSTEM AND BIOLOGICAL TREATMENT FACILITY PROJECT”, WHICH WAS CONSIDERED DURING MY MUNICIPALITY PERIOD 2004-2009, IS OF GREAT IMPORTANCE FOR HUMAN AND ENVIRONMENTAL HEALTH AND FOR OUR CITY, IS A STATE PROJECT AND I AM HONORED THAT IT WAS DONE.

Mr. Uzun, you may lack information about the project. However, the public may be misperceived by the expressions you use in your post.

For this reason, I present the history of the Sewage System and Biological Treatment Facility Project to your and the public’s attention without further ado.

BACKGROUND OF THE PROJECT….

Since the sewage and wastewater of our homes did not have a treatment facility, it was discharged into our seas and streams without being treated for years.

As soon as I took office during my term as Mayor (2004-2009), we had to obtain the infrastructure facilities, which are among the most urgent needs of our city, as soon as possible and to carry out these works in the most beneficial and economical way for our city.

In this context, we started working with extraordinary effort and determination to implement the Zonguldak Sewage System and Biological Treatment Facility.

IT COULD NOT BE DONE WITH ILLER BANK LOAN…

Before we took office on March 31, 2004, Zonguldak Sewerage Network was included in the 1998 investment program of Iller Bank for the period 1997-2003 with the project number 97K060050; It consists of network and discharge.

No work was done on this project, which did not have a treatment facility, as no funds were allocated at that time.

THERE WAS A TL BASED CREDIT, BUT WE DID NOT USE IT…

FOR THIS REASON, IT BECAME A MUST TO USE FOREIGN CREDITS

Therefore, in order to solve the problems in question permanently, international financing opportunities were sought by contacting the Bank of Provinces, the State Planning Organization (DPT) and the Undersecretariat of Treasury.

The project has been included in the list agreed upon between the Undersecretariat of Treasury and the Spanish Trade Attaché to benefit from the concession loan provided within the framework of the Turkey-Spain Economic and Financial Cooperation Protocol and the export credit meeting OECD conditions.

Later, for the Zonguldak Sewage Network and Wastewater Treatment Project;

-Wastewater Interception Lines

-Wastewater Pump Stations and Pressure Lines

-Wastewater Treatment Plant

-For Wastewater Marine Discharge

Preliminary Projects, Application Projects, Tender Documents, Survey and quantity survey studies were carried out.

Since 31 MARCH 2004, when we took office, negotiations with Zonguldak Municipality, SPO and Treasury continued and the project was included in the 2004 Investment Program.

Subsequently, international credit tender permission was received from the Undersecretariat of Treasury on 23-NOVEMBER 2004.

The international tender for the Zonguldak Sewage System and Biological Treatment Facility was made by our Municipality in 2005 and awarded to the Pasch-Mass-Dywidag joint venture for 22,244,148 Euros, and the contract was signed on 29 July 2005.

UNDERSECRETARIAT OF TREASURY BECAME A GUARANTEE TO ZONGULDAK MUNICIPALITY FOR THE SEWERAGE NETWORK AND BIOLOGICAL TREATMENT PLANT…

At the end of the tender, the letters of credit provided under the contract and the repayment tables were delivered to the Undersecretariat of Treasury.

All negotiations regarding foreign loans on behalf of our municipality were carried out by the Undersecretariat of Treasury.

Officials of the Undersecretariat of Treasury, who carefully monitored the financial balance sheets of our municipality at that time, determined the most economical and affordable loan usage method for our municipality as a result of long discussions.

THE DECISION OF THE BOARD OF MINISTERS WAS MADE IN ACCORDANCE WITH THE MUNICIPAL LAW NO. 5393

After the decision of the Council of Ministers was taken, which was necessary for the debtor municipalities to use foreign loans, the Undersecretariat of Treasury became the Guarantor for Zonguldak Municipality.

In other words, Zonguldak Municipality will pay the amount of 22,244,148 Euros to the Treasury. Foreign payments are also made by the Treasury.

FOREIGN LOAN DEBT PAYMENT PERIOD…

Payments will start as soon as the joint venture completes the Project and delivers it to Zonguldak Municipality.

Loan repayments are determined as 10+10+34 years.

LAST WORD;

My advice to those who attribute the debts of Zonguldak Municipality’s wastewater treatment plant solely to the exchange rate increase is this.

Do not throw the ball into the crown. This facility was built to get rid of the shit and other waste from our homes that we have been throwing into our streams and seas for years without being discharged, and it should be thanked.

“The real problem should be sought in the management approach implemented in Zonguldak Municipality between 2009 and 2024.”
