Ordu Metropolitan Municipality’s Solid Waste Separation Facility in Çaybaşı, which was frequently on the agenda because it spread pollution, was sealed by the Çaybaşı District Governorship last January, following the decision of the Samsun Regional Administrative Court. After the sealing process, OBB did not carry solid waste to the facility, only the dirty water accumulated in the facility’s pools was removed and evacuated to prevent a new flood disaster. The facility last caused major pollution as a result of the overflow of the pool containing dirty water on December 21, 2023, and the dirty water mixed with drinking water. While fish deaths were occurring, the color and smell of the stream also changed.

In fact, Ordu Metropolitan Municipality’s Solid Waste Separation Facility in Çaybaşı has been the subject of many lawsuits so far. However, for the first time in July 2023, a different decision was made in the case filed by more than 30 people from Çaybaşı residents, including Dursun Çamyar, Necmi Midilli and Sami Midilli, and in the case whose lawyer was Emrah Duman, the Ordu Regional Administrative Court unanimously decided to stop the activities of the facility. He had decided. OBB objected to this decision in Samsun Regional Administrative Court, but the court did not find OBB right and the facility was sealed by Çaybaşı District Governorship in January.

But there was a new development regarding the facility. Ordu Metropolitan Municipality (OBB) applied directly to the Ministry of Environment and obtained a temporary license for 1 year and put the facility into operation again. Emrah Duman, the lawyer of the case that caused the facility to be sealed, said, “We are following the developments. There are 3 pools in the facility, the permission received is for only one. We are making the necessary preparations and will object to the issuance of a temporary license. In fact, we think that there is a gap in the Constitutional provisions regarding the issue in the law. After the court makes a decision, the Ministry of Environment should not have the authority to grant such a permit. Laws should be the last resort. We will follow the process at every stage. ” said.

Dursun Çamyar, one of the people who filed the lawsuit, said, “They did not store it in a facility, but a wild storage facility here.” They have made us suffer a lot for 5 years. They caused a lot of pain not only to us but also to nature. We did not expect it to work again with a temporary license after it was sealed. We thought we could breathe easy now. However, we saw that in Turkey, the people have no owners and nature has many enemies. We do not want those in Ankara, the authorities, the administrators to make decisions without seeing this place with their own eyes.
