Diyarbakır Metropolitan Municipality Co-Mayors Serra Bucak and Doğan Hatun announced that the debt transferred to the Metropolitan Municipality during the 8-year trusteeship process, which ended with the March 31 local elections, was 3 billion 345 million TL.

Diyarbakır Metropolitan Municipality Co-Mayors Serra Bucak and Doğan Hatun met with journalists at Sümerpark Common Living Area. In addition to the Co-Chairs, Permanent Assembly Members Abdulkadir Güleç, Emine Akın and Abdulselam İnceören attended the press conference.

Speaking at the press conference, DBB Co-President Serra Bucak said that the Metropolitan Municipality produced services in 17 districts and that they entered an intensive work process. Bucak noted that as soon as he took over the municipality from the 8-year trustee administration with the March 31 local elections, his investigations regarding the inventories of movable and immovable properties continued. Stating that they will carry the damage they detected in a short time to the council meeting to be held in May, Bucak said that studies on legal processes are continuing. Bucak stated that they will meet with city councils, city advisory councils and everyone working on the city in the next 5 years, and said, “During the 8-year trustee period, our municipality service building and all our work were closed to all dynamics, especially the press. We will change this table. “All doors of our municipality will be wide open to everyone, especially the press,” he said.

Bucak: Our total debt is 3 billion 345 million TL

At the Bucak press conference, he made a statement about the debts of the Metropolitan Municipality and said: “As of today, there is a table determined by our internal audit unit. In the future, we will continue our work and share it with you, valuable members of the press. The general debt amount of our Metropolitan Municipality is 2 billion 438 million TL, and DISKI’s debt is 907 million TL. “Our total debt is 3 billion 345 million TL.”

Continuing his statements, Bucak also said that the debt of the Metropolitan Municipality, which was tendered and not reflected in the accounting records, is 3 billion 640 million TL, and DİSKİ’s debt is 200 million TL.

‘411 million was spent in 8 days’

Stating that they determined that 411 million TL was spent between March 31, when the local elections were held, and April 8, when the certificate of election was received, Bucak pointed out that the payment in question was made unfairly and unlawfully. Bucak continued his speech as follows: “The net budget of the Press and Public Relations Department: 75 million 126 thousand TL. The spent budget of the Press, Publication and Public Relations Department as of April 25, 2024 is 46 million 64 thousand TL. This constitutes 61.32 percent of the budget. This much of our press and publication budget has been spent since January, when the budget was created, that is, 3 months later. “We think most of this expenditure is election period expenditures.”

Hatun: 44 properties were allocated to different institutions

Co-Mayor Doğan Hatun gave information to the press about the immovable properties of the Metropolitan Municipality. Hatun said that they determined that 44 properties belonging to the Metropolitan Municipality were allocated to different institutions. Hatun explained that these real estates were allocated to the Ministry of National Education, Provincial Directorate of National Education, Sur, Bağlar and Kayapınar district mufti’s offices, Provincial Health Directorate, Provincial Directorate of Youth and Sports, DEDAŞ, Provincial Directorate of Culture and Tourism and Çınar District Governorate.

Hatun continued her speech as follows: “13 of these properties are 8 parcels of 1,054 acres and 544 square meters. In Kayapınar district, 97 decares of land was sold as a villa area. 15 immovable properties were transferred with the decision and protocol taken by public officials in accordance with Article 45/2 of Law No. 5393. The method worked as follows; There is the question of whether they first transferred it and then transferred the relevant law and article by a parliamentary decision or a protocol. Therefore, their detection is a bit complicated. “Our lawyers are examining these details.”

‘3 days before the election, 12 properties were transferred’

Explaining that 12 of the transferred properties were made on March 28, Hatun said that they determined that these properties were sold to the Provincial Directorate of Youth and Sports. Hatun stated that the municipality’s lawyers are investigating the sale and transfer of real estate and that the necessary administrative and legal procedures will be initiated once the process is completed.

All tenders of the Municipality and DİSKİ will be examined

Stating that the 2024 budget of the Metropolitan Municipality was created as 12 billion, Hatun stated that they started a study in a short time to understand how much this budget is reflected in the service. Hatun, who also made a statement about DİSKİ, said that they carefully examined the details of all tenders made in 17 districts in the last 8 years.

‘There is no vehicle in the fire department’

After the statements, questions from journalists began. In response to a question, Bucak noted that the Fire Department had no working vehicles, no ladders to reach tall buildings, and they did not even have an inventory of diving equipment. Providing information about the Department of Transportation, Bucak said, “70 of our buses are faulty. Many of our buses were donated to different places. “Almost none of our air conditioners work,” he said.
